NHS Ophthalmic Payment Encryption

The NHS Ophthalmic Payments Encryption Utility

Any practice paid by the central ophthalmic payments system, can receive their payment statements using the electronic statement facility. The practice does not have to be submitting their GOS claims electronically to the central ophthalmic payments system to receive electronic statements. However, should a practice wish to use this facility and is unable to decrypt their electronic statements, the PCT/LHB can offer the NHS Ophthalmic Payments Encryption Utility to the practice free of charge, but the practice must adhere to the Terms and Conditions of use, (see below).

To use the decryption utility follow these steps:

  • Start the NHS Ophthalmic Payments Encryption Utility.
  • Select the Decrypt tab.
  • When prompted, select the encrypted (.ecf) file sent to you by entering the path or clicking the adjacent folder button and selecting from the file browser.
  • Select the location where the decrypted file is to be saved either by entering the folder path or clicking the adjacent folder button and selecting from the file browser.
  • Enter the password to decrypt the file.
  • By default the file will be opened after decryption, clear the check box to prevent this.

After the decryption is complete you can close the application. The decrypted data file will be saved in the output location specified, and the encrypted file will remain until you delete it.

Any practice, wishing to send their pre notification data to their PCT/LHB for processing but is unable to encrypt their data, the PCT/LHB can offer the NHS Ophthalmic Payments Encryption Utility to the practice free of charge, but the practice must adhere to the Terms and Conditions of use, (see below).

  • Select the Encrypt tab.
  • Select the source file you wish to encrypt by entering the path or clicking the adjacent folder button and selecting from the file browser.
  • Select the location where the encrypted file is to be saved either by entering the folder path or clicking the adjacent folder button and selecting from the file browser.
  • Enter the filename to be used for the encrypted file.
  • Enter the password to encrypt the file.
  • Repeat the password to encrypt the file.

After the encryption is complete you can close the application. The encrypted data file will be saved in the output location specified.

Introduction

The NHS Ophthalmic Payments Encryption Utility ("Software") allows you to extract data from all encrypted files with a '.ecf' file extension sent to you by the NHS Ophthalmic Payments System, provided that you have a valid password, or encrypt a data file for secure transmission by any medium. The software is provided "as is", without warranty of any kind, please read and agree to all terms and conditions prior to use of this software.

NOTE: You will require a password to Encryption any file, this can be provided by the Ophthalmic Payments team of your local Primary Care Trust or Local Health Board.

NOTE: This application has been designed to be used on Microsoft Windows environments and as a result may not work properly when used on different operating systems such as MacOS.

Acceptable Use Statements

  • You shall at all times be responsible for and shall at all times use the Software in a manner consistent with all applicable laws and regulations, together with any specific legal and contractual responsibilities you may have relating to proper management or information that is within your control, including (without limitation) legal duties of confidence you may owe to patients and other third parties and legal obligations you may have under the Data Protection Act 1998 (European Directive 95/46/EC) and/or Human Rights Act 1988; applicable NHS legislation and Codes of Conduct and NHS Information Governance guidelines and procedures.
  • You must not make any attempt to circumvent the security protections in place within the Software.
  • You must not use the Software to Encryption any files for which you do not have express permission to do so.
  • You are responsible for making all necessary arrangements to allow you to execute the Software.
  • Usage of the Service outside of these terms and conditions may subject the individual to civil or criminal penalties.

Third party content statements

  • NHS Connecting for Health does not take any responsibility for the content of any files decrypted by the Software, including but not limited to any loss, damage or injury caused by inaccurate, defamatory or out-of-date information.

Miscellaneous

  • Nothing in these terms shall limit or exclude liability for fraud, fraudulent misrepresentation, death or personal injury, or breaches of any implied conditions or warranties as to title. Without prejudice to the foregoing sentence, NHS Connecting for Health's aggregate liability in respect of any loss or damage arising from the Software shall be limited to 1.
  • These terms and conditions comprise the entire understanding between you and NHS Connecting for Health regarding the Software and supersede all previous agreements, arrangements and understandings (whether oral or written).
  • These terms and conditions shall be governed by and in accordance with English law and the courts of England and Wales shall have exclusive jurisdiction in the event of any dispute as to interpretation or execution.

System Requirements for use

  • Microsoft Windows XP or later.
  • Java Run Time Environment version 1.5 or greater.
  • User account with local system access.

Installation Instructions

Having downloaded the application and provided you meet the system requirements, you will be able to run the application by clicking the downloaded file (.jar). Should this fail to start the application, right click the downloaded file, and select Open with, then Java(TM) Platform SE Binary (this label may vary depending on the version of Java installed).
